The Secret Witness Program is offering a reward of up to $10,000 for information leading to the arrest and filing of a complaint against the suspect(s) involved in the following investigation:
On April 8, 2018 James Kulstad was shot and killed in a Southwest Bakersfield neighborhood after leaving an acquaintance’s residence. A silver sedan was seen leaving the area at a high rate of speed near the time of the offense.
